Involon and Ciphix jointly developed the Waiver Check: an accessible, privacy-friendly, and intelligent solution for assessing potential entitlement to a municipal tax waiver.
From idea to impact: co-creation in action
The partnership was born from a shared vision: the waiver process needed to be more inclusive and transparent.
Municipalities found that many citizens entitled to support weren’t applying — often due to lack of awareness, uncertainty, or digital barriers. Meanwhile, applications with low chances of success created unnecessary workloads.

The result is a tool designed for three key users: citizens, municipalities, and social workers.
Citizens can assess eligibility without DigiD, simply by answering a few easy questions. Municipalities are better informed and can proactively guide applicants. Social workers can support their clients with quick, reliable estimates of eligibility.
How the Waiver Check works
Through 8 to 12 straightforward questions, citizens receive an immediate indication of their waiver eligibility — no DigiD required.
The outcome is presented via a clear traffic light system:
🟢 Green = high chance
🟠 Amber = possible chance
🔴 Red = unlikely
Municipalities can easily embed the tool into their own websites, styled to match their branding, and with no technical hassle. It stores no personal data and complies fully with WCAG accessibility standards.

Smart tech for public value
Ciphix developed the technology behind the tool using the Avola Decision Platform. The tool is flexible, easily tailored to local policies, and can be seamlessly integrated into any municipal website — while meeting all privacy and accessibility requirements.

Results & growth
Since its launch, the Waiver Check has been used over 35,000 times and is now live in 28 municipalities and 2 water boards, including BSR, BGHU, and the SED organisation. More implementations are on the way.
