Many municipalities find that a large group of citizens who are entitled to relief do not apply for it. This is often due to ignorance, uncertainty or the complexity of the application process. At the same time, municipalities also receive many applications with a small chance of being granted, which creates additional administrative burdens and higher costs.
To improve this, the municipality of The Hague, together with Involon and Ciphix, introduced the Kwijtscheldingscheck: a smart, anonymous online tool that provides insight into the likelihood of discharge within minutes. The tool has already been used 20,000 times and is deployed at 28 municipalities and 2 water boards, including BGHU, BSR, municipality of The Hague and SED organization.
How does the tool work?
The tool asks 8 to 12 short questions and immediately provides a clear traffic light recommendation:
✅ Green – High probability of remission
🟠 Orange – Maybe chance of remission, additional information needed
❌ Red – No chance of remission
No DigiD login is required and no personal data is stored, keeping the threshold low.
Smart technology for simplicity and efficiency
The Discharge Check was developed with the Avola Decision platform, which translates complex regulations into a user-friendly and flexible model. Ciphix brought its expertise in AI and automation to make the tool scalable and easy to implement. Municipalities can incorporate their own waiver policies into the tool, and the toll is updated twice a year using new standard amounts.

Successful in The Hague, ready for national rollout
The Discharge Check has quickly proven itself to be an effective and user-friendly tool and is now widely used by municipalities and water boards. With positive feedback from both citizens and municipal employees, the number of implementations is growing rapidly. To help even more people and reduce administrative pressure at local governments, the tool is being further optimized and there are plans to roll it out to even more municipalities and water boards in the Netherlands.
